The Kansas Area Revitalization Task Force and the Small Membership Church Task Force have been working on this question. The two groups have formulated a strategic plan addressing both the concerns of small-membership congregations and the leadership development of all full-time clergy and charges in the conferences. The Kansas West Conference's Congregational Growth and Development Committee has been working on the plan for starting new churches. Through the process, they've consulted with the Hispanic Ministry Task Force and the Kansas East Congregational Growth and Development Committee. The Hispanic Ministries Task Force has prepared a strategic plan for addressing the needs of the state's growing Hispanic population. This plan works in conjunction with the Congregational Growth and Development Committee's plan for starting new churches. Download the full Hispanic Ministries plan HERE. Student ministries encompasses camping, campus ministry and youth ministry. Three strategic plans for these areas have been developed by the groups that oversee these ministries in the Kansas West Conference and the Kansas Area.
